Overview

Mark is a Special Counsel based in Page Seager’s Melbourne office, specialising in construction, infrastructure and procurement.

Having worked for many years in both legal and commercial roles at Telstra, Mark has extensive experience in major telecommunications projects. He has successfully negotiated complex consultancy and development agreements and had commercial oversight of several important business initiatives. As a lawyer in private practice at law firms in Australia and the UK, Mark has also acted for public and private organisations on major projects in a range of other industry sectors including prison/corrections, health, education and social housing.

Experience

Mark is an experienced and commercially focused lawyer, providing strategic advice and a practical approach to negotiation of complex construction and infrastructure projects. Prior to joining Page Seager, Mark worked in the Construction and Service Regulatory arm of the Telstra Operations Legal Team and more recently in the Telstra Commercial Team, leading a transformational change initiative for the Telstra infrastructure relocation program.

 

During his time at Telstra, Mark commercially negotiated Telstra’s first industrial LANES Project with an LNG provider, and its first Public Private Partnership (PPP) project with Lend Lease (for the provision of ICT telecommunications to the new International Convention Centre in Sydney). His legal experience includes negotiating and advising in relation to:

  • the NBN Brunswick Project (one of the first five NBN trial sites);
  • the Queensland Government Wireless Network Project for the G20 Summit (in relation to which Mark was awarded a Global Enterprise and Services GMD Award);
  • telecommunication infrastructure installation agreements for energy, rail and mining companies, including procuring subcontractor partners for subsequent tender submissions; and
  • 4G trial agreements, leading to the subsequent deployment of the 4G network in Australia.

 

Mark has previously worked at Freehills, where he was a Senior Associate in the Banking and Projects team, advising government, developers, major banks and funding organisations on a range of key projects, including:

  • Ararat Prisons PPP;
  • South Australian Prisons PPP Bid Submission to best and final offer (BAFO);
  • a Victorian water project for the procurement of software and technical equipment from a third-party supplier; and
  • several Melbourne based commercial property construction projects.

 

Mark also has international legal experience advising public and private enterprises in the UK health, education and social housing sectors – through the competitive dialogue process – where he was involved in several key initiatives, including:

  • Integrated Health Hubs, as part of the Local Improvement Finance Trust (LIFT) program; and
  • the Building Schools for the Future program.
