Areas of expertise


Luke works with insurers providing advice on liability and indemnity across a range of insurance products, policies and claims. Luke’s particular focus is in the area of statutory insurance schemes such as workers compensation and compulsory third party.

Luke also works with employers on a range of workplace, health and safety (WHS) issues including compliance with WHS laws, the management of major safety incidents and internal safety investigations, and the management of investigations and prosecutions conducted by statutory authorities.

Luke regularly provides training to clients to assist them in up skilling staff and adding value to the client’s business.

His focus is on providing innovative, practical and cost-effective solutions for clients.


Before joining Page Seager, Luke worked as Crown Counsel for the State of Tasmania across a broad spectrum of civil litigation matters including public liability and professional indemnity claims, coronial inquests, anti-discrimination matters and administrative appeals, all of which provides a strong basis for his experience in litigation and dispute resolution.

Luke’s experience includes having liability matters favourably determined in the Workers Rehabilitation and Compensation Tribunal and the Anti-Discrimination Tribunal. He has been able to achieve consistent success in resolving claims efficiently and effectively before proceeding to hearing.

Luke is a member of the Australian Insurance Law Association (AILA) and sits on the National Board and the Tasmanian state committee. He regularly attends the AILA national conference and participates and organises local AILA events.

Luke regularly appears in the Supreme Court of Tasmania, the Workers Rehabilitation and Compensation Tribunal, the Magistrates Court of Tasmania and the Motor Accidents Compensation Tribunal.
