Areas of expertise


Joe is committed to assisting clients achieve practical and commercial outcomes at all stages of construction and infrastructure projects.

Joe’s primary focus is on supporting clients in relation to contact management and disputes and has experience in:

  • Advice and drafting of construction contracts and technical specifications, including amendments to Australian Standard and bespoke construction contracts;
  • Contract management support, especially dispute avoidance and risk mitigation advice and training;
  • Advising on and managing construction-related claims, including claims made under Security of Payment legislation in Tasmania, Victoria and Queensland; and
  • Advising on and managing construction-related arbitration and litigation in the Federal Court of Australia and Supreme Court of Tasmania.


Examples of recent significant matters in which Joe has acted include:

  • Drafting contract and technical specification documents for the procurement, delivery, installation and integration of hybrid renewable energy systems into an existing power plant in South Australia;
  • Acting for a contractor in a successful adjudication application and multiple subsequent related proceedings in the Supreme Court of Tasmania and the Federal Court;
  • Successfully acting for a major Tasmanian contractor in a significant adjudication application in a dispute surrounding defective works, delays and latent conditions; and
  • Acting for a major state utility to respond to an adjudication application where the key issues were delay and contractual pre-conditions to extensions of time resulting in a claim of over $1m being reduced to less than $2,000.00.

Joe also regularly provides training and seminars to clients of the firm.

Prior to joining Page Seager, Joe was Associate to Justice Porter in the Supreme Court of Tasmania.
